WeWorld-GVC has been working in Lebanon since 2006 and is now supporting vulnerable populations through emergency WASH, shelter, basic assistance and protection interventions as well as Water Governance and Local Economic Development programs aiming at increasing the resilience of the concerned communities, in the Bekaa Valley and Akkar.

Duty Station: El Ain

Job Title:  Community Engagement Officer

Reporting to: LED Project Manager

SCOPE OF THE POSITION

The LED Community Engagement Officer will contribute to the implementation of the LED project, closely working with the partner organizations and ensure accountability to We world-GVC s’ policies and donor rules and regulations. The LED Community Engagement Officer will assist the Project Manager in preparing socio economic and technical studies and facilitate the local development planning process at all levels.

KEY RESPONSIBILITIES

  1. Conduct a pre-assessment study with the local municipalities and key concerned stakeholders for the existing irrigation canal and other irrigation related activities and infrastructure
  2. Assist in conducting the regional socio-economic and technical study
  3. Manage the environmental grants applications’ process and ensure compliance
  4. Facilitate the local development planning process through regular liaison with key stakeholders, including community representatives, municipalities, committee members to build We World-GVC acceptance within local communities and assure their participation in the elaboration of the local development plans
  5. Organize and moderate, when necessary, meetings with public institutions (Municipalities and Unions of Municipalities, Water establishment), and community engagement sessions, with main stakeholders
  6. Conduct mediation and conflict resolution whenever needed, advising Program Staff for conflict prevention and mitigation;
  7. Assist in the production and dissemination of communication material;
  8. Assist in filing and record keeping of program activities (attendance sheets, MOU, etc.);
  9. Prepare and submit weekly reports and documentation for activities to LED Project Manager;
  10. Conduct himself/herself both professionally and personally in such a manner as to bring credit to We World-GVC and to not jeopardize its humanitarian mission;
  11. Collaborate and coordinate with other WW-GVC personnel and departments, including MEAL, finance and logistics.
  12. Other assigned tasks, as necessary to the projects and WW-GVC activities.

QUALIFICATION AND EDUCATION REQUIREMENTS

  • At least 5 years’ experience in a similar position (community mobilization, civil society engagement, development projects etc.)
  • Excellent communication and negotiation skills
  • Creativity and willingness to adjust to changes and new requirements
  • Strong team spirit, together with ability to work independently respecting deadlines
  • Prior experience in or deep knowledge of the Area of Intervention (North Bekaa)
  • Fluency in written and spoken English and Arabic
  • Good skills in Office tools, including formatting, layout and graphics
  • Driving license is a must.
