Job Purpose

The purpose of the Area Manager position is to ensure high quality and cost effective programme / projects implementation within the designated geographical area.

What you will do

– As a member of the Country Management Group (CMG), the Area Manager contributes to a shared vision for the CMG, including on the set up, scope and size of the mission.

– Ensure programmes in the area are implemented in accordance with relevant (country/regional/global) strategies, donor rules & regulations and NRC policies & procedures, including but not limited to the Project Cycle Management framework, HR Handbook, Logistics Handbook, etc.

– Provide area specific input on Programme Strategies, Country Strategy and Plan of Action, with a focus on holistic, needs based and conflict sensitive programmes, that should result in alleviating the needs of displaced people and resorting to a cash modality.

– Whenever possible Lead on Project Cycle Management at area office level, as per the SOP in place, including ensuring quality checks on M&E data, financial accuracy (forecast, spending plans, actuals)  and implementation

– Oversee the implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e., quality, synergies, timeliness, use of resources) and ensure optimal use of resources within the allocated project budgets and programmes strategies.

– When relevant, and being proactive, develop emergency response based on needs assessment.

– Represent NRC and ensure networking on area level, liaise regularly with relevant external stakeholders, including authorities, donors, UN agencies and other humanitarian actors – among others through coordination mechanisms.

– Line manage senior staff in the area (programmes, supports, M&E, Protection and HSS), ensuring that capacity building is provided to all staff in the area.

– Ensure overall security and safety of staff in the area.

– Contribute to shaping the advocacy initiatives and provide regular inputs into advocacy products and external communications initiatives.

Specifically you will:

– Actively contribute to organizational development and structural changes (both within and beyond the Area Office) to account for growth and adapt to contextual changes.

– Oversee and manage the timely recruitment of qualified staff for key positions – both existing and newly introduced – in the Area Office.

– Oversee and ensure the implementation of sound and balanced risk management practices, with due consideration for the principle of Duty of Care.

– Receive the referral information related to protection cases on a monthly basis from the related focal points and take proper actions to ensure that the referral system is functioning to the best interest of beneficiaries as per NRC’s referral’s SOPs.

– Actively contribute to program development, providing area-specific inputs and reviewing/consolidating contributions from Project Managers.

– Ensure all of NRC’s activities in the geographical area of operation are implemented in line with NRC’s Safe and Inclusive Programming (SIP) policy,  and ensure that all breaches/concerns reported are properly resolved.

– Continuously promote a positive and collaborative working environment characterized by high levels of trust and respect, with due consideration for staff care and wellbeing.

Professional Competencies, skills and qualifications required:

– Minimum 5 years of experience from working as a Area Manager/Field Coordinator or equivalent in a humanitarian/recovery context.

– Previous experience from working in complex and volatile contexts – experience in 3 different contexts

– Fluency in English, both written and verbal. Proficiency in Arabic would be a major asset.

– Flexibility and adaptability -demonstrated ability to perform well in a highly fluid environment where both context and organizational structure are subject to continuous, abrupt and substantial change.
