Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.
The Finance Officer will be responsible of:

  • Responsible and liable for the treasury of the mission including supervising the needs of the bases end other departments, but also the cash and bank management for the Beirut office.
  • Responsible to follow up the budget of the Beirut office, reviewing the transaction but also supporting in the forecast updating.
  • Compliance and archiving

Objective 1: To ensure the appropriate cash / bank management and treasury of Beirut base and the Mission (40%)

Cash / Bank Management

  • Management of the Cash for the Office for the office in Beirut office following Action Against Hunger Procedures.
  • Proceed and follow up with payments as per Action Against Hunger procedures, using good payment forms, checking the invoices conformity with internal standards and checking all required supporting documents are included.
  • Liaise with the bank updating signatories, transfer requests, bank statement collections and any other matters according to the needs.
  • Record all bank and cash transactions in the Accounting System ensuring the accuracy of all information in line with Action Against Hunger Procedures.
  • Check the HQ’s incoming transfers and match them with bank SOA
  • Check supporting documents and notify relevant people in case of any missing document.
  • Ensure cash and bank reconciliation and report any discrepancies to his/her line manager or Finance Coordinator.
  • Ensure the preparation of the monthly accountancy documentation: cash and bank reconciliation and bank statements that should be double signed, the monthly closing checklist, and the cheque count list.

Treasury

  • Supervise and control the treasury of Beirut base and the mission in line with Action Against Hunger Procedures.
  • Consolidate and ensure the availability of funds for the mission working closely with the bases and other departments to analyze the needs.

Objective 2: Budget Management of Beirut base and support to Finance Coordinator in Financial Analysis (35%)

  • Ensure the correct allocation of all expenses in line with Action Against Hunger and Donors’ policies, review accounting codes and allocations to ensure the good quality of the accountancy.
  • Launch and follow up the Budget Follow up process together with the Finance Managers and the other departments.
  • Update the Forecast of Beirut office with PMs, HoP, and support departments.
  • Report any discrepancy, variation, ineligible or suspicious expenditure that can affect the budget to the Finance Manager and Finance coordinator.
  • Update and check in a monthly basis that financial data of contracts are correctly updated, including amounts of projects, audits, payments.

Objective 3: Accounting, Compliance and archiving (25%)

  • Supporting the Finance and Accounting manager with the Closing of the month
  • Keep all bank and cash supporting documents organized and secured as per the archiving Policy.
  • Ensure that all required supporting documents are included and archived in the Finance office with hard copies.
  • Report to line manager any missing or incomplete documents.
  • Support in the contract’s consolidation.
  • Review and upload of the Timesheets on HR folders.
  • Participate in audits.

Objective 4:  Security 

  • Respect the security rules specified in the mission and capital base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan.
  • Keep the confidentiality and security of all ACF records and information gathered in the course of employment with ACF.

Objective 5: Support humanitarian activities of Action Against Hunger

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Support any activity that helps reach our humanitarian goals, as per the employee’s abilities.
  • Promote gender equality within the humanitarian and/or development work.

Requirements:

Training/ Education:

Accountant / administration diploma or related and professional experience

Technical specific knowledge:

Accounting, cash management and archive

Previous experience:

At least 2 years’ experience in administration or Finance, preferably in an NGO Setting.

Humanitarian sector knowledge:

Preferable, but not mandatory.

Languages:

Fluency in English and Arabic, French an asset

IT and specific systems:

Windows domain, Microsoft Office, Compulsory expertise in Excel, accounting programs Agresso is a plus
