Première Urgence – Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non-religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights-based approaches, to conflict affected populations. PU-AMI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment.

 

Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health, and Protection and in Livelihood Recovery sectors.

OVERALL MISSION

  1. GENERAL OBJECTIVE

The Information Management Officer (IM Officer) position provides general data management and reporting support to operational departments. The aim of the position is to ensure high standards of accountability and visibility on project progress and enable proper centralization of data relating to the project activities.

 

The IM Officer will support all members of the project teams through provision of relevant data and lists, whilst at the same time storing data and records and providing regular reports to the MEAL Manager and the Information Management Specialist as required.

  1. RESPONSIBILITIES AND TASKS

ROLES AND RESPONSIBILITIES

  1. INFORMATION MANAGEMENT
    1. Ensure accurate and timely input of project data into designated databases or information systems;
    2. Extract, compile, monitor and analyze data related to projects and activities;
    3. Support the Information Management Specialist in developing an information management strategy in accordance with PU-AMI policies;
    4. Assist in the implementation and enhancement of new databases and procedures by offering valuable feedback on their effectiveness and proposing enhancements as necessary;
    5. Suggest and implement improvements to Data Management processes in order to increase accuracy and/or simplify/streamline activities.

 

  1. REPORTING
  1. Support the MEAL Manager with the reporting by providing comprehensive and user-friendly data;
  2. Produce high quality and timely information for Fact sheets, proposals and reports;
  3. Support managers at base level in data analysis and reporting (through provision of tables and charts upon set criteria among others).

 

  1. QUALITY MANAGEMENT
    1. Regularly monitor data quality and report to manager about in-consistencies, trends, and / or any suspicious data;
    2. Verify data accuracy through validation checks and data quality assessments;
    3. Provide recommendations and strategies to improve data quality and optimize database performance.

 

  1. SECURITY/ACCOUNTABILITY
  1. Demonstrate ethical decision-making in all aspects of data management and information handling;
  2. Protect sensitive data and proactively recognize potential vulnerabilities that could lead to data breaches;
  3. Ensure data confidentiality and protection according to any restrictions identified by the line manager.

 

  1. ARCHIVING/BACKUP
  1. Ensure proper and regular back-up of project data using agreed tools (in coordination with direct manager);
  2. Ensure that data is stored and categorized according to established standards and protocols;
  3.  Monitor and support base documents’ physical archiving by respecting the mission Archiving Policy and the direct manager instructions.

 

  1. TRAINING AND CAPACITY BUILDING
  1. Deliver training sessions to staff members on the utilization of new and existing tools and guide them in adopting and implementing best practices;
  2. Participate in a collaborative knowledge repository where Information Management Officers collectively contribute and exchange their knowledge and experiences, making it accessible and shareable within the team.

 

  1. SUPPORT
  1. Support other departments as necessary and upon request from line manager.
  1. PRIORITIES OF THE DEPARTMENT
  1. Support the Information Management Specialist in developing an IM system for the mission;
  2. Support the MEAL team in data-related issues;
  3. Assist in achieving alignment of tools throughout the mission;
  4. Ensure the accuracy and reliability of the reported data;
  5. Support in reporting, maps and fact sheet productions.

QUALIFICATIONS

MANDATORY REQUIREMENTS

  1. Language Skills: Fluent in English and Arabic, (speaking/reading/writing). 
  2. Education Degree: University degree or technical diploma in Computer Science, Computer Engineering, Software Development, Information Management System or any other related fields.
  3. Work experience:
    1. At least two years of experience in Information Management, database system, and/or web development;
    2. Previous experience in NGOs is a plus.
  4. Computer Skills:
    1. Excellent knowledge of Word, Excel and Access (Proven Experience in Data Manipulation and Report generation);
    2. Proficiency in creating and managing Kobo surveys;
    3. Proficiency in My SQL/MS-SQL, C#, HTML, CSS, and Angular is a plus.
