الوصف: 

POSITION SUMMARY:

The Finance Manager is in charge of Finance at LLL and reports directly to the Executive Director, manages an Accountant and/or an Admin Assistant at least, with other staff potentially depending on projects.

The Finance Manager works closely with the Executive Director to ensure the financial health and sustainability of LLL, as well as compliance to the regulations and requirements of the organization, partners, and donors, and abidance to relevant Lebanese laws.

DUTIES & RESPONSIBILITIES:

Financial Management and Compliance:

  • Prepare the annual declaration to the Ministry of Interior and Ministry of Finance including the forecast Annual Budget and update it on a regular basis.
  • Assist in preparing the Annual Budget following the LLL’s standard format for the final review of the Administrative Board and Executive Director before further submission.
  • Ensures that the Annual Budget is regularly updated and is available for use as a management tool during the development of new proposal budgets and during times of rapid expansion and/or program reduction.
  • Provides recommendations to address projected funding shortfalls or lack of funding coverage for each component of the Annual Budget.
  • Coordinate with external auditors with regards to audit of annual financial statements and other certifications.
  • Ensure all proper financial policies, procedures and LLL guidelines are correctly implemented, and ensure staff adherence to the policies and procedures.
  • Understand and ensure compliance on prevailing taxation laws, regulations and reporting.
  • Compile and submit high quality, timely and accurate financial reports to management as required.
  • Supervise regular operations (data entry and archiving, inventory, bank and suppliers’ reconciliations, cash flow management, contracts with suppliers and consultants, procurement, etc.).
  • Supervise official declarations (NSSF, R10, etc.).
  • Manage accounts payable, receivable processes, cash movements, supply the sites (transfers, advances), and the amounts in circulation, specify the payment procedures (bank transfers, cheques, cash).

New proposal budget Development:

  • Participate in design of budget for new projects and grants, in cooperation with the Executive Director and the Programs & Development department.
  • Prepare budgets for the new proposals and revise existing budgets, ensure all costs are covered not under/over budgeted, in addition to ensure the correct use of the LLL budget standard templates and linking it to the donor budget template.
  • Work with the Executive Director on the monthly shared cost for new proposals and monthly allocation.

Grant Management & Reporting:

  • Ensure the monthly Budget versus Actual and spending plan reports for the assigned projects and grants are uploaded and up to date in the system.
  • Review budget spending against spending plans / actual spending and advise relevant staff on spending status. Request feedback on all over/under spending from budget holders.
  • Attend and provide input and support to Projects Opening, Implementation and Projects Closing Meetings.
  • Prepare the new budget line codes and look up codes for new grants, perform upload in the system.
  • Prepare account statements and grants financial reports for review and sign by the Executive Director for further submission. Ensure reports are incompliance with the donor reporting template and submitted on time (monthly basis and according to the reporting calendars for external reporting).
  • In compliance with the donor regulations and the LLL requirements, propose adjustment entries required for the grant financial reports.
  • Perform the Finance verification of Purchase Requests to ensure: Items are allowable, allocable, and reasonable; Budget remaining balances are adequate; Accuracy of information included of: Items charging codes are correct and Mathematical calculation of total amounts.

Subgrant Management:

  • Assists in the review of new sub-award new proposal budgets as required, after being reviewed by.
  • Assists the Partnerships & Relations department in tracking and monitoring of subgrantee budgets and provide guidance or training to partners on budgeting as needed.
  • Review the partners financial reports along with the supporting documents.

JOB QUALIFICATIONS:

Education and Experience:

  • Master's degree in Finance, Accounting, Commerce, or a related field (equivalent combination of education and experience will be considered). Professional qualification (CPA, ACCA, etc.) is highly desirable.
  • Minimum of 5-7 years of experience in financial management, preferably within an NGO or international development organization.
  • Proven experience in budget preparation, financial reporting, and compliance management.
  • Experience with financial management systems and software.

Knowledge and Skills:

  • Full adherence to LLL’s mission and vision, as well as Ethics Code.
  • Excellent computer skills, proficiency in financial software and MS Office package with advanced Excel.
  • Strong analytical skills to be able to make logical and strategic budget decisions.
  • Must be able to function comfortably in a complex with tight timelines work environment, under pressure whilst prioritizing multiple tasks.
  • Must be able to communicate effectively (written and verbal) in Arabic & English (French is a plus), good time management and interpersonal skills.
  • Good organizational, coordination and time-management skills.
  • Knowledge of major donors’ budgeting and reporting requirements, such as: EU, USAID, UN Agencies.
