#### مدير مراقبة وتقييم (M&E)

**المسؤوليات:**

**تمكين بيئة المراقبة والتقييم:**
– تصميم إطار عمل وخطط للمراقبة والتقييم الخاصة بالمشروع الشامل، وإنشاء نظام لجمع البيانات النوعية والكمية، وقيادة التنفيذ.
– وضع وتنفيذ عمليات وإجراءات المراقبة والتقييم (SOPs).
– التعاون مع مديري مراكز الرعاية الصحية الأولية لضمان تتبع مؤشرات المشروع من خلال الزيارات الميدانية المنتظمة.
– دعم إدارة LAKM في الحوار مع الجهات المانحة لضمان تحقيق الأنشطة المتعلقة بالمراقبة والتقييم.
– تقديم تقارير أسبوعية، شهرية، فصلية، نصف سنوية وسنوية تغطي الخطة الوقائية والقرارات الاستراتيجية، بالإضافة إلى تقارير تُظهر التقدم على مستويات مختلفة.

**بناء القدرات:**
– تقديم تدريبات منتظمة وتنظيم جلسات تهدف إلى تعزيز وعي الموظفين بمنهجية المراقبة والتقييم، وتطوير أدوات جمع البيانات وإعداد التقارير.
– تصميم وتنفيذ برامج تدريبية في مجال المراقبة والتقييم بناءً على إطار عمل المشروع.
– الإشراف على موظفي المراقبة والتقييم وتعزيز قدراتهم.

**نظم إدارة المعلومات:**
– تصميم لوحات تحكم لمتابعة المؤشرات.
– توثيق الدروس المستفادة من المشروع مع التركيز على النتائج والتأثيرات.
– التعاون مع قسم تكنولوجيا المعلومات لإنشاء منصات لجمع ومشاركة البيانات مثل (OneDrive، Dropbox…).

**الدعم الفني:**
– تنفيذ طرق تحليل البيانات بما في ذلك الإحصاءات الوصفية أو الاستدلالية وتحليل مؤشرات الأداء الطبي (KPIs).
– التعاون مع مديري البرامج لمراجعة الاستراتيجيات المالية وتقديم ملاحظات فنية حول التخصيصات المالية خلال فترات التنفيذ.
– تطوير مؤشرات لقياس تأثير المشروع الطبي.
– تقديم القيادة والتوجيه لفريق المراقبة والتقييم ودعم الموظفين الآخرين لتحسين استراتيجياتهم في المراقبة والتقييم.

**إدارة الأفراد:**
– تحديد احتياجات التوظيف لفريق المراقبة والتقييم والمشاركة في عمليات المقابلات.
– توجيه الأهداف والتوقعات لفريق المراقبة والتقييم مع احتياجات المنظمة وتقييم الأداء العام.
– تحديد احتياجات التدريب وتوجيه الموظفين لدعم تطويرهم المهني.

**المؤهلات:**
– خبرة في منهجيات المراقبة والتقييم بما في ذلك النماذج المنطقية والأطر المفاهيمية.
– مهارات تخطيط وتنظيم مثبتة.
– مهارات تواصل واستماع ممتازة وقدرة على تقديم تقارير عالية الجودة.
– القدرة على العمل تحت الضغط والوفاء بالمواعيد النهائية.
– مهارات العمل الجماعي والتعاون مع الأطراف المتعددة.
– القدرة على القيادة والمبادرة وتجاوز التحديات.

#### Monitoring and Evaluation (M&E) Manager

**Responsibilities:**

**M&E Environment Enablement:**
– Design M&E frameworks and plans for the project, establishing a qualitative and quantitative data collection system, and lead implementation.
– Create and implement M&E processes and SOPs.
– Collaborate with PHCC Administrators to ensure project indicators are tracked through regular field visits.
– Support LAKM management in discussions with key donors to ensure M&E activities are realistic and impactful.
– Provide weekly, monthly, quarterly, semi-annual, and annual reports on preventive plans and strategic decisions, alongside reports on progress across different periods.

**Capacity Building:**
– Deliver regular training and organize sessions to enhance staff awareness of M&E methodologies and tools.
– Design and lead M&E training programs aligned with the project framework.
– Supervise and mentor M&E Officers to build their capacity.

**Management Information Systems:**
– Develop dashboards for tracking key indicators.
– Document lessons learned with a focus on results, impact, and outcomes.
– Work with the IT department to establish new data collection systems and platforms like OneDrive or Dropbox.

**Technical Support:**
– Implement data analysis methods, including descriptive and inferential statistics and health KPI analysis.
– Collaborate with Program Managers to provide technical feedback on budgetary strategies during implementation phases.
– Develop indicators to measure the impact of medical services projects.
– Offer leadership and guidance to the M&E team and other project staff to improve their strategic approaches to M&E.

**People Management:**
– Identify recruitment needs for the M&E team, participate in interviews, and ensure the onboarding process is smooth.
– Align team objectives with organizational goals, monitor progress, and assess overall performance.
– Identify training needs, coach team members, and support their professional development.

**Qualifications:**
– Knowledge of major M&E methodologies, including logical models and conceptual frameworks.
– Proven planning and organization skills.
– Excellent listening and communication skills with the ability to produce high-quality reports.
– Ability to handle pressure and manage multiple deadlines.
– Strong teamwork and collaboration skills.
– Ability to take initiative, drive results, and overcome obstacles.
– Experience working in a multicultural environment with respect for diversity.
