تجهيزات نوعية غربية لضبط معابر لبنان
ما يصح في السياسة والأمن، يصح في المال والاقتصاد أيضاً. وهذا يعني أن الدعم الدولي والإقليمي لإنجاز الاستحقاق الرئاسي بمرشح واحد أحد هو جوزيف عون، سيواكبه ويستكمله دعم مماثل لإرساء الاستقرار المالي والاقتصادي، من باب المحاسبة والمساءلة حيال ما مضى وحفل به من قضايا وملفات فساد وسرقة وهدر وتهريب وتهرّب جمركي وضريبي. فشعار عفا الله عما مضى، كما تقول أوساط دبلوماسية أوروبية، غير موجود في قاموس الدول والصناديق والهيئات الدولية المعنية، على أن تكون أدوات المحاسبة لبنانية.
وستتولى تلك الدول والهيئات والصناديق توفير المعطيات والحيثيات المتوافرة لديها.
وتضيف هذه الأوساط: “لا يمكن بأي حال من الأحوال التغاضي والمرور مرور الكرام على مآل المساعدات الدولية للبنان على مدى نحو ثلاثة عقود وبعشرات مليارات الدولارات، بشكل قروض ميسرة وهبات. ولا بد من معرفة مصيرها وكيفية صرفها والمستفيدين منها بدون وجه حق”.
وأشارت إلى أن هناك “ملفات سوداء أو رمادية بحق معظم الطبقة السياسية في لبنان، باستثناء قلة قليلة من السياسيين الذين لم يتورطوا في الارتكابات والمحاصصات، علماً أن حقائق مهمة ستتكشف تباعاً. والمهم معرفة تلك الحقائق ولو أن العديد من الملفات قد لا يحظى بالملاحقات الكافية وصولاً إلى المحاكمات العادلة بحق أصحابها”.
ومن الواضح بحسب الأوساط نفسها أن الرئيس جوزيف عون “التقط جيداً إشارات اللحظة، ولفت في خطاب القسم إلى عدد من مكامن الخلل بصراحة، في كلام يوحي بوجود نية جيدة لمكافحة الفساد والتهريب والمافيات المرتبطة بهما”.
وفي رأي الأوساط الدبلوماسية الأوروبية “أن من رفض انتخاب العماد جوزيف عون أو انتخبه بنوع من التحفظ في الدورة الثانية، هم الأكثر توجساً من المحاسبة والمساءلة لأنهم الأكثر تورطاً بالفساد والتهريب”. ولفتت إلى “أن أكثر من دولة أوروبية وغربية ستقدم هبات ومساعدات عينية للبنان من أجل ضبط حدوده ورفع مستوى الرقابة على المعابر الشرعية وغير الشرعية. بل إن هناك تجهيزات لا تحتاج إلى كثير وقت وجهد لتوفيرها، حالما تؤكد الدولة اللبنانية جديتها في معالجة آفة التهريب، علماً أن هذه الآفة ليست مشكلة تنحصر بلبنان وإن كان مصدرها لبنان، بل تشمل بتداعياتها السلبية دولاً عدة قريبة وبعيدة”.
وتعتبر الأوساط أن انطلاقة عهد الرئيس الجديد ستكون “اختباراً مهماً ليس لنوايا سيد العهد بقدر ما هو اختبار لنوايا بعض القوى السياسية، التي ينبغي أن تنصاع للشروط الدولية والمعايير المرتبطة بمكافحة الفساد والتهريب، في إطار ما يشبه “وقف إطلاق نار مالي واقتصادي” بعد طول فلتان أصاب لبنان والخزينة اللبنانية إصابات خطرة ومؤلمة، فكم بالحري مع انحسار النفوذ الإيراني وزوال نظام بشار الأسد في سوريا، في ضوء رعايتهما المعروفة للتهريب وتجارة الممنوعات على غرار الكبتاغون والمخدرات، ولمنظومات الفساد العابر للحدود الإقليمية أحياناً”.
في أي حال، إن ما تضمنه خطاب القسم على هذا الصعيد “نوعي وواعد”، كما يقول ركن معارض، لا سيما وأن مكافحة الفساد والتهريب تبقى قراراً لبنانياً يعود للسلطة اللبنانية الشرعية وحدها بقيادة رئيس الجمهورية، وبالتالي فإن الدور الإقليمي والدولي يكون دوراً داعماً ومواكباً.
على أن العماد جوزيف عون كقائد للجيش، ومع تفاقم الأزمة المالية التي انعكست بشدة على المؤسسة العسكرية على صعيد الرواتب والتقديمات والتعويضات، عرف الكثير ما كان خافياً، وحرص على بذل جهود استثنائية للاستحصال على حد أدنى من المساعدات المختلفة للجيش اللبناني، كي يبقى “واقفاً على إجرَيه” وينفذ المهمات الوطنية المنوطة به، بما يعود له كقائد للجيش من صلاحيات للتصرف تحت سقف القانون، خصوصاً وأنه راجع رئيس هيئة الشراء العام في هذا الخصوص. ومع ذلك، لم يتوانَ تيار سياسي عن اتهامه بعدم الشفافية وبارتكابات غير قانونية، ما دفع العماد عون آنذاك إلى التمني على كل منتقد أن يلجأ إلى القضاء. بل إنه وفي أحد لقاءاته أبلغ زواره، أن نائباً من بين الذين انتقدوه واتهموه زوراً، تم القبض تحديداً على عدد من أزلامه بتهمة الانضواء في عصابة تهريب عبر الحدود!

Diplomatic sources reveal the existence of many black and gray files involving most of Lebanon’s political class, with a few exceptions of politicians who have not been involved in corruption or political horse-trading. These sources indicate that important facts may be revealed over time, although many of these files may not be adequately pursued for prosecution.
Diplomats emphasize that President Joseph Aoun has shown a clear readiness to combat corruption and smuggling, mentioning in his speech the desire to fight these practices and the mafias involved.
