TEAM PURPOSE: Oxfam in Lebanon is increasingly working at local, national and international levels to “ensure that women and men are protected and empowered to enjoy their basic rights and access services enabling them to live in dignity, within a more equitable society.” To achieve this vision, Oxfam in Lebanon implements activities under two main programmatic pillars: Humanitarian Pillar and Governance & Economic Justice Pillar. The purpose of the Governance and Economic Justice Pillar is to reduce the overall state of inequality in Lebanon through a multi-structural approach that empowers individuals (e.g. girls, boys, women, and men – including youth), as well as groups (e.g. Local Civil Society Organizations (CSOs), Community Based Organizations (CBOs), feminist collectives) to achieve the following interlinked goals: 1) actively influence the processes by which public policies are made, 2) protect the basic social, economic, civil, and political rights of all citizens, especially marginalized groups (e.g. Syrian and Palestinian refugees, People with Disabilities (PWD), Lesbian Gay, Bisexual, Transgender, Queer plus (LGBTQ+), and migrant workers), and 3) facilitate access resources to strengthen their economic and social resilience.

JOB PURPOSE:

Oxfam will implement a project entitled “Women’s Voice and Leadership”.

The Project will contribute to the empowerment of women and girls, the protection of their rights and the achievement of gender equality in Jordan, Lebanon and Iraq, in alignment with the Women’s Voice and Leadership Program Outcomes. It will help address the challenges facing women’s rights organizations in the three countries by supporting their management and sustainability, the quality of services offered to the population, and the effectiveness of joint actions in favor of public policies that benefit women and girls. This will be achieved by strengthening organizational capacity through training and mentoring, by providing multi-year core funding as well as flexible short-term funding for nascent organizations, and by creating opportunities for the feminist movement to thrive in the three countries. This Project will seek to diversify the feminist movement by including feminist youth organizations, and women’s rights organizations working with vulnerable groups such as LGBTQI+, and women living with disabilities. The Project will also strengthen the feminist movement’s capacity to develop evidence-based advocacy by helping all the beneficiary national Women’s Voice and Leadership Program Outcomes. It will help address the challenges facing women’s rights organizations by supporting their management and sustainability, the quality of services offered to the population, and the effectiveness of joint actions in favour of public policies that benefit women and girls. It will also identify scalable solutions, through use of digital tools that can be adapted by women’s rights organizations for service delivery and advocacy to have optimum impact and reach.

BUDGET RESPONSIBILITY

Management of budget project of approximately $1,000,000.

GEOGRAPHICAL SCOPE

The post will be based in Beirut with Frequent travels to the North, Beqaa and South

KEY STAKEHOLDERS

Influencing team, Gender Advisor, Governance and Economic Justice Team, MEAL Team.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Project Cycle Management & Programme Quality

Lead on the inception process, program planning and reviews, spending and financial review meetings;

Develop work plans, spending plans, procurement plans to ensure programmatic, and budgetary follow up throughout the implementation phases;

Lead on the day-to-day activity implementation of the project in close coordination with the partners;

Follow up on the indicator tracking, monitoring, and evaluation of activities, generate learning in coordination with the MEAL team;

Lead on the design and implementation of all planned research pieces in coordination with the partners and the Research and Policy team;

Lead on the design and organisation of Advocacy plans and networking events with support from the Research and Policy team and the Gender Advisor;

Lead on donor reporting; including progress, interim, and annual reports, with support from the Grants and Compliance team;

Produce and implement, monitor and comply to the projects’s communications and visibility plan in close coordination with the Influencing team;

Ensure that the project adopts a Human Rights-based approach and mainstreams gender, with support from the Gender Advisor;

Ensure Oxfam’s Programme Management system (OPAL) is updated and relevant;

Ensure the physical welfare, well-being, and professional development of team members directly assigned to the project.

Budget & Financial Management

Initiate monthly financial review meetings, involving relevant support staff to plan and monitor the budget, review procurement and spending plans, and ensure funds are spent within the set timeframe;

Ensure that donor contractual requirements are fulfilled, regarding the General and Technical conditions of the Grant Agreement and internal regulations, throughout the entire project period;

Work closely with the Grants and Compliance team to ensure efficient implementation and timely reporting;

Work closely with the Human Resources (HR), Finance and Logistics teams to ensure proper spending.

Partner management and stakeholders’ engagement

Work closely with the project partners and subgrantees including Women-Rights organisations to build and maintain positive partnership, enforce partnering principles

Lead on periodic monitoring and review of the project operations, implementation and budget plans.;

Catalyse formal and informal partnerships with key stakeholders and actors including local authorities, community-based organisations, youth and women groups, etc.

Oversee activity and financial progress against project partnership agreements.

Ensure partners; compliance to donors’ rules and regulations, and to Oxfam’s organisational requirements;

Follow-up on the capacity building support to partners.

External Representation

Attend relevant sector coordination meetings as appropriate and feed information for continuous programme adaptation and compliance with sector standards;

Serve as project representative to external stakeholders, such as donors, CSOs and local authorities.

Assist with the coordination of visits of donors, and/or partners related to the project.

Contribute to other projects especially those focused on Gender including LGBTQI+.

In addition:

A Bachelor’s degree in relevant discipline such as Public Health, Gender, Sexual Diversity, Social, Development Studies or equivalent experience is required;

At least 3-5 years of experience in project management (including strategic planning, budgeting, reporting, monitoring & evaluation) is required;

Experience in working with local and international Civil Society Organisations is required;

Experience in conducting/managing qualitative research is required;

Experience in online and offline communication tools is preferable;

Demonstrated experience in writing donor reports is required;

Excellent interpersonal, influencing and communication skills;

Diplomacy, tact and negotiating skills;

Proven leadership and ability to work independently as required;

High sensitivity to cultural differences and sexual diversity, and the ability to work in a wide variety of cultural contexts.

Good written and spoken English and Arabic is essential;

Desirable

Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities

Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work
