ROLE PURPOSE

To provide safe and efficient transportation services to Plan International Lebanon’s country/field offices to provide reliable programme support, ensure safety and security of both passengers and property, take part in vehicle maintenance, support efficient utilisation of vehicles.

DIMENSIONS OF THE ROLE

The post holder will manage the Plan vehicle based in the country or field programme offices.  This includes ensuring vehicle is fit for purpose to deliver the projects or service and is actively managed, fuel management and maintaining vehicle operating books, staff and property safety and security during transportation, compliance with road/transport policies, laws and regulations, efficient staff and material transportation and programme support

ACCOUNTABILITIES

Typical Responsibilities – Key End Results of Position

1. Vehicle maintenance 
•    Vehicle daily check, completing all needed documents and reporting defects.
•    Carry out basic vehicle maintenance (top up oil, replace light bulbs, refuel vehicle), change a wheel, tire repair and any other minor repair
•    Check all work is completed when the vehicle is serviced or inspected, all parts requested to be changed are changed, and no other items are tampered with
•    Clean vehicles (inside and out).

  2.  Fuel management and maintaining vehicle operating books
•    Ensure the logbook is always completed assist in providing accurate data
•    Refuel vehicle as needed, completing all needed documents.
•    Fuel requesting initiating for approvals

 3. Safety and Security 
•    Ensure the vehicle is road worthy (tax/ insurance), and safe to drive (maintained on time).
•    Report any accidents or damage.
•    Secure all cargo transported in the vehicle.
•    Ensure cargo and passengers do not go beyond the vehicle’s maximum capacity.
•    Ensure all passengers are wearing seatbelts.
•    Ensure the vehicle is parked correctly and in a safe location (inside Plan compound).
•    Ensure the vehicle doors are locked when driving and parked, outside the compound.

4. Policies, laws and regulations
•    Understand and follow all driving laws in country.
•    Follow all driver regulations and the basic requirements in the Plan International global fleet manual
•    Check and fill all necessary documents to ensure vehicle roadworthy

5. Staff and material transportation
•    Transport passengers and cargo in a safe, timely and professional manner.
•    Assist with loading and unloading of cargo and passengers.

6. Programme/administration support 
•    Serve as a driver/messenger, support smooth and quick dispatch and delivery of documents between Plan and other stakeholders.
•    Driving office vehicles for the transport of authorized personnel and delivery and collection of mail, documents and other items.
•     Demonstrates a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with a diversity of people and clients.
•    Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

KEY RELATIONSHIPS
The post holder will be required to maintain effective working relationship with all Plan fleet customers and visitors.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Education and Experience
•    Secondary school education with valid & clean public driver’s license.
•    Vocational training on basic vehicle maintenance skills.
•    Very good knowledge of driving rules, regulations and courtesies.
•    Safe and good driving record.
•    Ability to manage minor vehicle repair.
•    Experience in field logistics support.
•    Functional knowledge of the English Language both in speaking and writing.
•    A minimum of five years of experience in vehicle driving preferably in humanitarian and development sector/working with INGOs
