How can you make a difference?

Under the close supervision and guidance of the supervisor, the Programme Assistant (Social Assistance) supports the implementation of social assistance programmes supported by the Social Policy by carrying out a range of procedural, administrative, and operational tasks, to help develop, implement and monitor their country programme, ensuring timely and effective delivery that is consistent with UNICEF rules and regulations.

Summary of key functions/accountabilities:

  • Facilitates the implementation of the UNICEF Social Assistance and humanitarian cash programmes in the Beirut, Mount Lebanon, South and Nabatieh governorates
  • Support the identification, registration, and delivery of social assistance and cash programmes-related at governorate levels.
  • Collect feedback and bottlenecks from the field, and shares with the Social Assistance unit, which subsequently communicates with relevant sections and programs (e.g., Social Policy and Education), ensuring continuous enhancements to the technical program design, adaptations to evolving requirements and improvements based on changing and emerging needs
  • Continuously engages and participates in operational analysis and discussions conducted by the Social Assistance Unit to identify and resolve operational challenges related to the delivery of cash assistance at the local level
  • Supports the social assistance unit in strengthening beneficiary communication and accountability towards affected population for recipients of social assistance and cash transfer programmes by monitoring the grievance and complaints dashboards of the MIS.
  • Regular monitoring and resolution of information requests and complaints of cash transfer recipients submitted through LCO Management Information System (MIS) at the governorate level.
  • Consistently participates in monitoring the efficiency and effectiveness of call center operations pertaining to social assistance and cash programs through conducting regular monitoring visits and spot checks.
  • Conducts regular household visits to gather feedback, address concerns, and report to the Social Assistance Unit for program improvement, including identifying and showcasing success stories for use in communication materials and donor field visits
  • Closely engages in the registration, data cleaning and validation activities for UNICEF social assistance and cash transfer programmes.
  • Participates in regular coordination fora related to cash assistance (i.e., Basic Assistance and/or Education Working Groups), ensuring regular information sharing with key sector partners and other stakeholders, and escalating any key issues to the Social Assistance Unit
  • Supports the Social Policy Section in the implementation of integrated (or ‘cash plus’) programmes and approaches, building synergies of cash assistance programmes with other key services by identifying partners and supporting its implementation
  • Responsible for coordinating, scheduling and facilitating field missions to Mount Lebanon, Beirut, South, and Nabatieh regions, including visits to recipient households, for high-level visits from donors, office, and Social Policy section personnel.

To qualify as an advocate for every child you will have…

  • Education: Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.
  • * a bachelor’s degree from a recognized academic institution in a field relevant to the position: can replace three years of experience required.
  • a master’s degree from a recognized academic institution in a field relevant to the position: an additional two years (in addition to the three years from above, totaling 5 years of experience required).
  • Experience: A minimum of five years of progressively responsible relevant experience is required.
  • At least 2 years’ experience working on the direct implementation of medium to large scale Humanitarian Cash programmes and Social Assistance operations is required.
  • At least 2 years’ experience working on communication with beneficiaries and beneficiary complaint resolution for Social Assistance and Humanitarian Cash programmes is preferred.
  • Previous experience working in or closely with UN agencies is preferred
  • Language Requirements: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

(Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF.
