استفاق أمس أكثر من 5 آلاف أستاذ متقاعد من المدارس الخاصة على «نكبة» حقيقية، إذ تراجعت رواتبهم التقاعدية إلى 25 دولاراً بعدما انتهت في شهر أيلول المنصرم مفاعيل البروتوكول الذي وقّع برعاية وزير التربية عباس الحلبي، ويقضي بإعطاء المتقاعدين ستة رواتب.
والبروتوكول الذي اخترعه الحلبي جاء بعد خضوع رئيس الحكومة نجيب ميقاتي للمدارس الكاثوليكية التي ضغطت عبر البطريرك بشارة الراعي لعدم تطبيق قانونين أصدرهما المجلس النيابي، في كانون الأول الماضي، لتغذية صندوق التعويضات، وهما قانون الـ 650 مليار ليرة، وقانون آخر يقضي بأن تدفع المدارس 8 في المئة على الرواتب التي يتقاضاها المعلمون بكل العملات، ويدفع المعلمون، في المقابل، نسبة موازية على الرواتب التي يتقاضونها بكل العملات لتمويل الصندوق.
رئيس نقابة المعلمين نعمه محفوض وجّه رسائل إلى كل من رئيس الحكومة ووزير التربية وسيزور اليوم البطريرك الراعي ليضعه في أوضاع المتقاعدين الذين عادوا لتقاضي رواتبهم الأساسية بالليرة اللبنانية، والتي تراوح بين مليونين وثلاثة ملايين ليرة!
وكانت النقابة قد طالبت في اجتماع عقد أخيراً في وزارة التربية بتجديد البروتوكول، ودعت الجمعيات العمومية للتصويت على توصية المجلس التنفيذي بالتحرك في الشارع، قبل أن تتدهور الأوضاع الأمنية.
ووقّع ميقاتي أمس مرسوم إعطاء تعويض مؤقت ومساعدة مالية لجميع العاملين في القطاع العام، بمن فيهم المتقاعدون الذين يستفيدون من معاش تقاعدي. ويوازي التعويض المؤقت ضعفَي الراتب الأساسي أو الأجر الشهري أو المعاش التقاعدي، أي أن متقاعدي التعليم الرسمي سيقبضون راتبَين، إضافة إلى 9 رواتب بدأوا يقبضونها بموجب مرسوم صدر في نيسان 2024، أي ما مجموعه 11 راتباً مقابل راتب واحد للمتقاعدين في التعليم الخاص.

Retirement Salary for Private School Teachers Reduced to $25!
Over 5,000 retired teachers from private schools woke up yesterday to a grim reality: their pension salaries have plummeted to just $25. This dramatic decline follows the expiration of a protocol, facilitated by Education Minister Abbas Halabi, which granted retirees six months' worth of salaries until the end of September.
The protocol introduced by Halabi came after Prime Minister Najib Mikati yielded to pressure from Catholic schools, which lobbied through Patriarch Bechara Al-Rahi to avoid implementing two laws passed by the Parliament last December aimed at boosting the compensation fund. These laws included a provision for 650 billion Lebanese Lira and another requiring schools to pay 8% on the salaries of teachers in all currencies. In turn, teachers were to contribute a similar percentage on their salaries in various currencies to fund the pension scheme.
Teacher's Union President, Ni'meh Mahfoud, has sent letters to both the Prime Minister and the Education Minister and plans to meet with Patriarch Al-Rahi today to discuss the situation of retirees, who have returned to receiving their basic salaries in Lebanese Lira, ranging between 2 million and 3 million Lira.
The Union had previously called for renewing the protocol in a recent meeting held at the Ministry of Education and urged its general assemblies to vote on a recommendation from the executive council to take to the streets before security conditions deteriorated.
Yesterday, Mikati signed a decree to grant temporary compensation and financial assistance to all public sector workers, including retirees who benefit from a pension. This temporary compensation is equivalent to double the basic salary, monthly wage, or pension, meaning that retirees from public education will receive two salaries, plus the nine salaries they started receiving under a decree issued in April 2024. In stark contrast, private school retirees will only receive one salary.
