هؤلاء “نتشوا” حصة من الأموال
مع ارتفاع الرهانات على انتظام الوضع الداخلي في المرحلة المقبلة، ودخول البلد حقبة هادئة مختلفة عن السنوات الماضية، تتزاحم التساؤلات حول الأولويات المطلوبة في العام 2025.
وإذا كان من المسلّم به أن لائحة الأولويات تبدأ بإقرار خطة للإنقاذ تشمل معالجة أزمة الودائع، وإعادة القطاع المصرفي إلى عمله الطبيعي في تمويل الاقتصاد، وفتح التفاوض مع حملة اليوروبوندز، والعمل على رفع اسم لبنان عن اللائحة الرمادية، فإن ما يغفل عنه البعض، يتعلق بضرورة استعادة الأموال من أشخاص حققوا ثروات بطرق استثنائية، وأخذوها من درب المودعين.
هذا الملف ينبغي أن يُعاد فتحه على مصراعيه ما دام الجميع يتحدثون على ضرورة مكافحة الفساد، وتحقيق إصلاحات تواكب مسيرة السلم والانتظام السياسي. وهنا لا بد من إعادة التذكير بأن مئات الأشخاص من كل الفئات، (صناعيون، تجار، مستوردون، شركات، مطورون عقاريون…)، استفادوا من الهفوة المتعمّدة التي سمحت لهم بتسديد قروضهم باللولار أو بالليرة، في عملية هجينة أدّت إلى انتقال الأموال من المودع إلى المقترض. هذه العملية أدّت إلى خسائر لا تقل عن 20 مليار دولار، وهي من حق المودعين.
ما هو أدهى ويدفع أكثر في اتجاه الإصرار على معالجة ما جرى، أن المستفيدين من هذه العمليات هم في غالبيتهم من المليئين الذين يمتلكون ثروات نقدية وعينية، ومن الشاذ السماح بحصول مثل هذا الأمر في زمن الانهيار المالي والاقتصادي. واللافت في هذا الملف، أن بعض المستفيدين الكبار ينظّرون في الصالونات، وفي المقابلات الإعلامية أو حتى عبر مقالات يتبرعون بنشرها في وسائل إعلامية، يطالبون فيها بإنصاف المودعين! بل ويطالبون بدفع كل الودائع فوراً، وكأن الأموال موجودة وهناك من يمتنع عن دفعها، وهم أدرى الناس بأن قسماً كبيراً من هذه الأموال التي يطالبون بدفعها إلى المودعين “استولوا عليها” هم بطرق قد تكون قانونية لكنها حتماً غير أخلاقية.
وبالتالي، لا بدّ من قانون يستعيد بموجبه المودع هذه الأموال أو قسماً منها على الأقل عبر ضرائب استثنائية أو ما شابه. وقد يكون من المفيد، وبصرف النظر عن الإجراءات التي يمكن اتخاذها لاستعادة هذه الأموال، أن يصدر قانون يسمح أو حتى يفرض إعلان أسماء كل المستفيدين من هذه العمليات، لعلّ ذلك يساهم في إخراس المُتنطّحين الذين “شلّحوا” المودع قسماً من أمواله، وهم اليوم يجاهرون بمواقف شعبوية، قد تؤدّي إلى خسارة المودع للقسم المتبقي من هذه الأموال.
من المعيب أن تتحول قضية المودعين إلى مادة للمتاجرة السياسية وكسب الودّ الشعبي، خصوصاً من قبل أشخاص لم يرحموا المودع في تصرفاتهم، وراكموا الثروات على حسابه. ومن كان غيوراً فعلاً على المودع، ويعتبر أن من حقّه أن يقول ما يشاء، عليه أن يُعيد الأموال التي اقتنصها، وعندها قد يكون من حقّه أن يقول ويدّعي ويحاضر بالعفة.

As Lebanon transitions into what is hoped to be a more stable political and economic phase, the roadmap for 2025 must prioritize rebuilding trust in the financial system. While plans to restructure the banking sector, negotiate with Eurobond holders, and reintegrate Lebanon into the global financial system are critical, recovering depositors’ funds from those who exploited legal loopholes during the crisis is equally important.
How Were Depositors’ Funds Diverted?
Reports reveal that hundreds of individuals, spanning various sectors such as industry, trade, real estate, and more, benefited from a legal loophole that allowed them to repay loans in “lollars” (Lebanese pounds pegged to the official dollar rate) or Lebanese lira. This practice, permitted amidst Lebanon’s severe financial collapse, resulted in depositors losing over $20 billion.
What’s even more troubling is that most beneficiaries of these practices were already affluent individuals who had significant financial and tangible assets. Allowing such actions during a period of national economic turmoil is ethically unacceptable, despite its legal justification.
Beneficiaries: Advocating Justice While Exploiting the System
Adding insult to injury, many beneficiaries of these schemes are now publicly advocating for depositor rights. Appearing in media interviews and public forums, they demand the immediate repayment of deposits, while knowing full well that a significant portion of these funds was effectively redirected into their own accounts.
Proposals to Recover Depositors’ Funds
- Imposing Special Taxes on Beneficiaries: Exceptional taxes on those who exploited the system could help recover a portion of the lost deposits.
- Transparency Through Public Disclosure: Publishing the names of all individuals who benefited from these practices could curb their populist rhetoric and ensure accountability.
- Strengthening Oversight and Legislation: A comprehensive investigation should be conducted into how such practices were allowed, alongside implementing new laws to prevent future exploitation.
Ending the Political Exploitation of Depositors’ Rights
Depositors’ rights are not a bargaining chip for political gains but a fundamental issue that demands resolution. It is disgraceful that individuals who profited during the crisis now use the plight of depositors to further their agendas. True advocates for depositors must lead by example and return the funds they acquired unjustly before calling for reform.
Recovering depositors’ funds, though legally complex, is a crucial step in rebuilding justice and fostering a sustainable economic future for Lebanon.
