المهام والمسؤوليات الرئيسية

الرصد والتقييم

تطوير وتنفيذ الأطر والخطط والأدوات الخاصة بالرصد والتقييم والمساءلة والتعلم (MEAL) بما يتوافق مع متطلبات المنظمة والممولين.
تصميم ومتابعة عمليات جمع البيانات، مع ضمان دقة البيانات وموثوقيتها وتوقيت جمعها.
إجراء زيارات ميدانية منتظمة لمتابعة الأنشطة في المشاريع وضمان الالتزام ببروتوكولات MEAL.
تحليل البيانات النوعية والكمية لتقييم أداء البرنامج ونتائجه.

المساءلة

إنشاء آليات لضمان المساءلة تجاه المستفيدين، بما في ذلك أنظمة التغذية الراجعة والشكاوى.
تسهيل جمع وتحليل والاستجابة للتعليقات من أصحاب المصلحة في المشاريع.
ضمان احترام ممارسات جمع البيانات والإبلاغ للسرية والمعايير الأخلاقية.

التعلم

توثيق الدروس المستفادة وأفضل الممارسات وقصص النجاح من الأنشطة المشروع.
دعم الفرق في استخدام نتائج التقييم لتحسين تصميم وتنفيذ البرامج.
تنظيم الفعاليات وورش العمل والجلَسات لتوزيع المعرفة والنتائج المستخلصة.

التقارير

إعداد تقارير دقيقة وفي الوقت المحدد لأصحاب المصلحة الداخليين والخارجيين بما في ذلك المانحين والشركاء.
تطوير لوحات تحكم وتصوير البيانات لإيصال نتائج MEAL بفعالية.
ضمان الامتثال لمتطلبات المانحين في ما يتعلق بأشكال التقارير والمواعيد النهائية.

بناء القدرات

تدريب الموظفين والشركاء على أدوات وعمليات وأفضل ممارسات MEAL.
توفير الدعم المستمر والإرشاد لضمان التطبيق الفعّال لأنظمة MEAL.

المؤهلات والخبرة

المؤهلات الأساسية:

بكالوريوس في العلوم الاجتماعية، الإحصاء، دراسات التنمية أو مجال ذو صلة.
خبرة لا تقل عن 3 سنوات في الرصد والتقييم والمساءلة والتعلم، ويفضل في قطاع التنمية أو القطاع الإنساني.
إجادة أدوات جمع البيانات مثل KoboToolbox وبرامج تحليل البيانات مثل Excel.
معرفة قوية بأساليب جمع البيانات النوعية والكمية.
مهارات تواصل مكتوبة وشفوية ممتازة باللغة العربية والإنجليزية.

المؤهلات المرغوبة:

خبرة في العمل مع المنظمات غير الحكومية.
معرفة بأدوات ومنهجيات إدارة المشاريع.
إلمام بأطر MEAL الخاصة بالقطاع مثل معايير العمل الإنساني الأساسية، معايير سفير.

المهارات الأساسية:

مهارات تحليل وحل المشكلات قوية.
القدرة على العمل بفعالية ضمن فريق والعمل بشكل مستقل.
الاهتمام بالتفاصيل والقدرة على إدارة مهام متعددة تحت ضغط.
الالتزام بالممارسات الأخلاقية ومبادئ المساءلة.

Job Vacancy in Lebanon at IDRAAC: MEAL Officer

Position Title: Monitoring, Evaluation, Accountability, and Learning Officer (MEAL)

Contract Duration: 14 months
Salary Range: Between 1500 and 2000 USD
Educational Requirements: Bachelor’s degree in Social Sciences or related field
Experience Requirements: 1-2 years of experience
Languages Required: Arabic (Fluent), English (Fluent)

Key Responsibilities

Monitoring and Evaluation

Develop and implement project-specific MEAL frameworks, plans, and tools in line with organizational and donor requirements.
Design and oversee data collection processes, ensuring accuracy, reliability, and timeliness.
Conduct regular field visits to monitor project activities and ensure adherence to MEAL protocols.
Analyze qualitative and quantitative data to assess program performance and outcomes.

Accountability

Establish mechanisms to ensure accountability to beneficiaries, including feedback and complaint systems.
Facilitate the collection, analysis, and response to feedback from project stakeholders.
Ensure data collection and reporting practices respect confidentiality and ethical standards.

Learning

Document lessons learned, best practices, and success stories from project activities.
Support teams in using evaluation findings to improve program design and implementation.
Organize learning events, workshops, and sessions to disseminate insights and findings.

Reporting

Prepare timely and accurate reports for internal and external stakeholders, including donors and partners.
Develop dashboards and visualizations to communicate MEAL findings effectively.
Ensure compliance with donor requirements in terms of reporting formats and deadlines.

Capacity Building

Train staff and partners on MEAL tools, processes, and best practices.
Provide ongoing support and mentoring to ensure the effective application of MEAL systems.

Qualifications and Experience

Essential:

Bachelor’s degree in Social Sciences, Statistics, Development Studies, or related field.
Minimum of 3 years of experience in monitoring, evaluation, accountability, and learning, preferably within the development or humanitarian sector.
Proficiency in data collection tools such as KoboToolbox and data analysis software like Excel.
Strong knowledge of qualitative and quantitative data collection methods.
Excellent written and verbal communication skills in both English and Arabic.

Desirable:

Experience working with NGOs.
Knowledge of project management tools and methodologies.
Familiarity with sector-specific MEAL frameworks (e.g., Core Humanitarian Standards, Sphere Standards).
