ويشرح جباعي، في حديثٍ مع “ليبانون ديبايت”، أن هذا الخلاف سيبقى قائمًا بسبب عدم قدرة الحكومة على التماشي مع المودعين بشكل دقيق، حيث أن صندوق النقد يطالب بشطب أموال المودعين، إلا أن بعد التدقيق، تبين أن الصندوق لم يطلب صراحةً شطب أموال المودعين، بل طلب إصلاحات وموازنات مالية قادرة على تلبية احتياجات الدين في المرحلة المقبلة، في حال استدان لبنان من صندوق النقد.
زيارة وفد صندوق النقد إلى لبنان:

ويشدد جباعي على “أهمية هذا الأمر“، مشيرًا إلى أن وزير المالية أعد رؤية للتعامل مع صندوق النقد على قاعدة الاتفاق المشترك والمصلحة المشتركة. ومن المؤكد أن المعيار سيكون مختلفًا عن الحكومة السابقة في مفاوضاتها مع صندوق النقد. كما أن وزير المال والحكومة سيتمسكان بعدم شطب أموال المودعين. وعندما تتضح الرؤية لكيفية حل أزمة المودعين وإعادة هيكلة القطاع المصرفي، سيوافق صندوق النقد دون أن يطالب بشطب أموال المودعين.

In this context, economic expert and member of the Economic and Social Council, Dr. Mahmoud Jebai, points out that “there is a possibility of reopening relations with the International Monetary Fund after the suspension of negotiations between the previous government and the IMF due to Lebanon's failure to implement the required reforms”.

Jebai explains in an interview with “Lebanon Debate” that this disagreement will persist because of the government's inability to address the issue of depositors, as the IMF demands the write-off of depositor funds.
