تعيش مدينة طرابلس أيامًا صعبة ومؤلمة، حيث تشهد يوميًا العديد من الإشكالات المسلحة وحوادث إطلاق النار التي تسقط فيها الضحايا بشكل مستمر. وقد وصلت هذه الأزمة إلى ذروتها يوم أمس عندما اندلعت اشتباكات عنيفة بين أصحاب المولدات، ما أسفر عن مقتل شخصين. فما الذي يحدث في عاصمة الشمال؟ وهل هناك قوى خفية تعبث بأمن المدينة؟
في حديث خاص لـ “ليبانون ديبايت”، يرى الكاتب والمحلل السياسي غسان ريفي، ابن مدينة طرابلس، أن الوضع الأمني في المدينة ليس بعيدًا عن باقي المناطق اللبنانية التي تشهد تفلتًا أمنيًا واضحًا، مشيرًا إلى أن التفلت العدواني الإسرائيلي أيضًا لا يُراقب من قبل أحد.
ويحمل ريفي، في حديثه، الدولة اللبنانية المسؤولية عن هذا الانفلات الأمني، نظرًا لغياب الأجهزة الأمنية عن أداء واجبها، وكذلك غياب القضاء وعدم قيامه بدوره. كما أن التدخلات السياسية التي تحمي العديد من المجرمين، حتى بعد توقيفهم، تزيد الوضع تعقيدًا. ويؤكد أن هذه العوامل كلها ساهمت في الانفلات الأمني الذي تشهده المدينة.
ويستطرد ريفي قائلاً: “من أمن العقاب أساء الأدب وخرج عن القانون”. فهناك من يشعر أنه فوق القانون، وبالتالي لا يتردد في حمل السلاح وإطلاق النار على أي شخص دون أن يخشى العقاب. وتحدث عن الاشتباكات العنيفة التي اندلعت في منطقة الميناء، وكذلك الحوادث في مناطق البداوي والقبة، التي أسفرت عن سقوط قتلى بينهم أبرياء، من ضمنهم طبيب كان في طريقه لحياته.
ويعتبر ريفي أن الوضع الأمني في طرابلس لا يمكن قبوله أو السكوت عنه، خاصة مع تكرار عمليات السرقة والنشل التي تحدث يوميًا. ويشدد على أن هذا الوضع قد يدفع العديد من المواطنين إلى التفكير في حمل السلاح أو حتى تكوين أمن ذاتي لحماية أنفسهم في ظل غياب حماية حقيقية من الدولة.
ويعرب عن أسفه من أن بعض الأشخاص يفضلون شراء السلاح بدلاً من تأمين لقمة العيش. كما يؤكد أن السلاح أصبح في متناول الجميع بدون ضوابط أمنية أو متابعة، ما يجعل أي خلاف يتحول إلى صراع دموي.
في الختام، يطالب ريفي بضرورة اتخاذ قرارات حاسمة لتوقيف المتورطين في مثل هذه الإشكالات، وتفعيل دور القضاء بشكل أكثر جدية. مشددًا على أن غياب المحاسبة يهدد استقرار الأمن في المدينة وفي لبنان بشكل عام.

In an exclusive interview with “Lebanon Debate,” political analyst and Tripoli native Ghassan Rifi stated that the security situation in the city is not different from other Lebanese areas experiencing clear security breaches, pointing out that the Israeli aggressive actions are also going unmonitored.
Rifi blames the Lebanese state for this security chaos, citing the failure of security forces to fulfill their duties and the absence of the judiciary. Political interventions protecting many criminals, even after their arrests, exacerbate the situation. He asserts that these combined factors have led to the security turmoil the city is currently facing.
He further explains: “He who is immune from punishment misbehaves and breaks the law.” Some people feel above the law and do not hesitate to carry weapons and shoot anyone without fearing consequences. Rifi also mentions the violent clashes in the Mina area and incidents in the Badawi and Qobbeh regions, which resulted in casualties, including an innocent doctor passing through the clashes.
Rifi considers the security situation in Tripoli unacceptable and insists that it cannot be ignored, especially as theft and pickpocketing incidents are occurring regularly. He warns that such a situation may drive citizens to arm themselves or even form self-defense groups in the absence of effective state protection.
He regrets that some individuals prefer to buy weapons rather than securing basic needs for their families. He also emphasizes that weapons are accessible to everyone without proper security checks or follow-ups, which turns any simple disagreement into a bloody conflict.
In conclusion, Rifi urges decisive measures to arrest those involved in such incidents and to activate the judicial system more effectively. He stresses that the absence of accountability poses a serious threat to the city's and Lebanon's security.
