“عون: لبنان ماضٍ في تنفيذ حصرية السلاح رغم العوائق والتحديات السياسية”

أكد رئيس الجمهورية اللبنانية، العماد جوزاف عون، في حديث لقناة “العربية”، أن لبنان ماضٍ في تنفيذ مبدأ حصرية السلاح بيد الدولة، مشددًا على أن هذا المسار سيتحقق رغم كل الصعوبات والعوائق التي قد تواجهه. وأشار إلى أن الخطوات العملية قد بدأت بالفعل منذ نيل الحكومة الثقة، موضحًا أن الحكومة ستستكمل اتخاذ القرارات المتعلقة بتنفيذ هذا المبدأ، وفقًا للبيان الوزاري وخطاب القسم.

وأشار عون إلى أن جلسة مجلس الوزراء التي ستعقد اليوم الخميس ستناقش القرارات اللازمة لتحقيق حصرية السلاح، مضيفًا أن الحكومة بانتظار “الخطة التي سيعدّها الجيش اللبناني لحصر السلاح بيده”، تمهيدًا لعرضها ومناقشتها ضمن الأطر الدستورية.

وأضاف عون أن تنفيذ الورقة الأميركية المتعلقة بضبط السلاح ضمن الدولة يتطلب أيضًا موافقة من سوريا وإسرائيل، نظرًا للطبيعة الإقليمية للملف. وأكد أن التقدم في هذه الورقة يتطلب “ضمانات واضحة من الولايات المتحدة وفرنسا” لتوفير غطاء سياسي ودبلوماسي لأي خطوة لبنانية قادمة.

وفيما يتعلق بحصرية السلاح بيد الدولة، شدد الرئيس عون على أن هذا المشروع لا يُخلّ بحقوق لبنان السيادية، ولا بمبدأ الردع والدفاع عن أراضيه. ودعا إلى قراءة المشروع كجزء من التزام لبنان باتفاق الطائف والقرار 1701.

وفي حديث آخر لـ “سكاي نيوز”، قال عون: “أنا ملتزم بتنفيذ خطاب القسم، وعملية حصر السلاح بيد الدولة قد تأخذ وقتًا”. وتأتي هذه التصريحات في وقت يشهد فيه السجال السياسي حول ملف السلاح تصعيدًا بعد الجلسة الأخيرة لمجلس الوزراء، التي أقرت مبدأ الحصرية وطلبت من قيادة الجيش إعداد خطة عملية قابلة للتنفيذ ضمن مهلة زمنية تنتهي في 31 كانون الأول 2025.

وقد اعتبر حزب الله وحلفاؤه أن ما صدر عن الحكومة يشكّل “خطيئة سياسية”، بينما وصفته القوى السيادية بأنه “خطوة تأسيسية لاستعادة القرار الوطني”.

Lebanese President Michel Aoun confirmed in an interview with Al Arabiya channel that Lebanon is moving forward with the principle of exclusive state control over weapons, emphasizing that this path will be achieved despite all the challenges and obstacles. He stated that practical steps had already begun since the government gained confidence, and the government is set to continue making decisions related to the implementation of this principle in line with the ministerial statement and the presidential oath.

Aoun noted that the upcoming Cabinet session, scheduled for Thursday, will focus on decisions necessary for implementing exclusive weapon control. He further explained that the government is awaiting “the plan that the Lebanese Army will prepare to centralize weapons control,” with the intention of presenting it for official discussion and approval within constitutional frameworks.

The president added that the implementation of the American plan to control weapons within the state also requires approval from Syria and Israel, due to the regional nature of the issue. He emphasized that progress on this plan would require “clear guarantees from the United States and France” to provide political and diplomatic cover for any forthcoming Lebanese action.

Regarding exclusive weapon control, President Aoun stressed that this initiative would not undermine Lebanon’s sovereignty nor its right to defend its territory. He urged the project to be viewed as part of Lebanon's commitment to the Taif Agreement and UN Security Council Resolution 1701.

In a separate interview with Sky News, Aoun stated: “I am committed to implementing the presidential speech, and the process of centralizing weapons control may take time.” These comments come amid growing political debates on the weapon issue following the most recent Cabinet session, which endorsed the principle of weapon centralization and instructed the army leadership to prepare a feasible plan within a deadline of December 31, 2025.

Hezbollah and its allies have condemned the government’s stance as a “political blunder,” while sovereignist forces have described it as “a foundational step toward reclaiming national sovereignty.”
