الجمعة، 15 أغسطس 2025 – في شهر نيسان الماضي، أقرّ مجلس النواب اللبناني قانونًا يسمح لـ مصرف لبنان بطباعة أوراق نقدية من فئتي الـ 500 ألف ليرة و المليون ليرة، بهدف تسهيل التعاملات بالعملة المحلية، وذلك بعدما أصبحت أكبر فئة من الليرة توازي تقريبًا دولارًا واحدًا. لكن حتى الآن، لم تبصر هاتان الورقتان النور. فما السبب؟
موقف مصرف لبنان
قال الخبير الاقتصادي والمالي الدكتور بلال علامة في تصريح له عبر “لبنان 24”: “صحيح أن القانون صدر، ولكن عملية التنفيذ لم تتم، لأن ذلك لا يتناسب حاليًا مع حسابات مصرف لبنان“. وأضاف أن طباعة أوراق الـ 500 ألف والمليون ليرة سيؤدي إلى زيادة السيولة المتداولة، وهو ما يتجنبه المصرف المركزي.
حجم السيولة وتداعياته
وأشار علامة إلى أن كتلة السيولة بالليرة اللبنانية في الوقت الحالي تبلغ 110 تريليون ليرة، محذرًا من أن زيادة حجم السيولة ستؤدي إلى تفاقم مشكلة سعر الصرف، خاصة مع توقف التدفقات المالية الأجنبية إلى لبنان.
المخاوف المستقبلية
وأضاف الخبير الاقتصادي أن هذا الوضع سيتفاقم لاحقًا، مشددًا على أنه من غير المناسب في هذه الظروف طباعة أي ورقة نقدية جديدة، مهما كانت فئتها.
Why Haven’t the 500,000 Lira and 1 Million Lira Bills Been Printed Yet?
Friday, August 15, 2025 – In April 2025, the Lebanese Parliament passed a law allowing Banque du Liban to print 500,000 Lira and 1 million Lira banknotes to facilitate transactions in the local currency, as the largest denomination of the Lira has now roughly equaled one US Dollar. However, these new bills have yet to be issued. What is the reason?
The Position of Banque du Liban
Economist Dr. Bilal Alama explained in an interview with Lebanon 24: “Although the law has been passed, the implementation has not occurred because this move does not fit with the current strategy of Banque du Liban.” He further explained that printing the 500,000 and 1 million Lira bills would increase circulating liquidity, something the central bank aims to avoid.
Liquidity and Its Consequences
Dr. Alama pointed out that the current Lebanese Lira liquidity stands at 110 trillion Lira, warning that any increase in liquidity would lead to a further deterioration of the exchange rate, especially with foreign financial inflows into Lebanon being halted.
Future Concerns
Alama further noted that the situation will worsen over time, emphasizing that printing any new currency bills under the current circumstances is inappropriate.
