Position:                                  Field Logistic Supervisor

Place:                                       Bekaa

Direct supervisor:                    Field Coordinator (Bekaa)

Technical supervisor:                 Logistics manager (Beirut)

Supervision responsibility:     3 (drivers), others in case of recruitments

 

Main objective: Under the supervision of the Field coordinator, the Field Logistics Supervisor will be responsible for the local purchases, stock management in Bekaa, the fleet management in Bekaa, follow-up of the assets of the Base in accordance with MDM guideline and assist in the medical stock management.

 

 

Main responsibilities:

 

  • Supply & procurement
  • Fleet management
  • Equipment / asset follow-up
  • Management of the logistic stock / Assist in the medical stock management
  • Premises management
  • Security and safety

 

Main responsibilities and activities of the Field Logistic Supervisor can change according to the organization of the work and to the composition of the team.

 

 

Supply

  • Responsible for all the purchases at base level in line with MdM Procurement procedures.
  • Collect quotations and interact with vendors, suppliers and contractors (explain MDM formats) and ensure that they will use the provided forms.
  • Follows MDM procurement guideline, and the donor procurements rules.
  • Conducts market research, identifies and recommends potential local suppliers. Maintains commodity files and evaluates local supply sources' overall performance, (competitive pricing, product quality and timely delivery).  Assesses supply administration and control mechanisms, and advises on appropriate actions.
  • Update the supplier list regularly.
  • Consolidate the procurement data in the monthly tracking tool and send it to the Logistic Manager.
  • Ensure archiving of the hardcopies of procurements file and upload into in the share point.

 

Fleet management

  • Manage the drivers, (validation of holidays, sick leaves, yearly individual review…)
  • Ensure that vehicles are safe, clean and with sufficient fuel.
  • Organize all the movement of the missions (including taxis movements and transportation of goods / drugs) after having received information from the different departments. Ensure efficient use of MDM vehicle (avoiding single person journeys and unnecessary movements, through careful planning and facilitation of effective communication between staff in need of transportation).
  • Make sure the car sheets and logbook are properly filled in and accurate.
  • Follow-up of the car maintenance. Make sure the maintenance is done timely as per procedures in place.
  • Prepare the monthly car report, analyze the information (consumption) and submit it to the Logistics Manager.
  • Identifies training needs for the drivers to improve their skills in their related assigned tasks.
  • Ensure the drivers are understanding the code of conduct and the principles of the organization.

 

Equipment and asset follow-up

  • Update the equipment sheets of the mission and systematically create equipment sheet when new asset are received.
  • Create equipment identification stickers and have them stick on the corresponding equipment to enhance the accountability.
  • Prepare the monthly report of equipment and submit it to the Logistic Manager.
  • Realize the inventory of MDM different premises (office, guest houses), identify MDM’s assets, and have an up-to-date follow-up.

 

Management of the logistic stock

  • Update the follow-up of the logistic stocks (stationeries and consumables, cleaning products, tea break, etc).
  • Monitor and submit a monthly report of consumption of the logistic stocks.
  • Monitor the consumption of stationeries and cleaning products and launch orders in collaboration with MdM Logistic Coordination team
  • Ensure the reception processes are respected before updating the follow-up of the logistic stock.

 

Assist in the medical stock management

  • Responsible for the delivery to the clinics making sure all the documentation is signed as per Médecins du Monde guidelines (waybill, donation certificates) and by the clinics.
  • Responsible for medical and non-medical, receiving orders, organizing the stock, inventory, preparing the order and delivery for PHCC and CMH-SUCs).

 

Premises management

  • Ensure the good management of the premises in Bekaa (offices, Guesthouse, PHCCs & CMH-SUCs).
  • Ensure the maintenance of the premises, according to the lease contract, if needed.
  • Look for premises, guest houses, offices or warehouses if required

 

Security and safety

  • Ensure the daily movement tracking of the teams on the field.
  • Report any security-related information to the field coordinator, following the MdM’s guidelines.
  • Security monitoring for the Bekaa Valley, in close collaboration with the field coordinator and the Security Focal Point of the mission.

 

Other & Management:

  • Respect MDM principles/values and do not accept gifts in form of financial or any other compensation (ex: items/materials, food, drinks) from suppliers, traders, contractors, patients/ caregivers.
  • Perform any other additional duty on request of his/her supervisor
  • Review the base logistic team set up and suggest recruitments if required
  • Manage the logistic team at field level
  • Ensure timely reporting to the field coordinator and logistic Manager in Beirut
  • Ensure proper working environment by setting up improvement in MdM Zahle Office

 

 

This job description can be modified at any time according to changes in MDM activities or in the context with prior notice and agreement between the two parties. On demand of the direct supervisor, other tasks might be added to that present list.

Requested Competence/Skills/Profile

 

  • University degree BA in business and administration, management, or technical diploma.
  • 1 to 2 years of experience.
  • Ability to work simultaneously on multiple tasks
  • Experience in supervising a small team.
  • Experience in managing planning.
  • Willingness and ability to work effectively with a wide variety of people
  • Ability to work as part of a team and coordinate with project personnel
  • Good spoken and written English
  • Strong organizational skills
  • Good computer skills on MS Office programs, especially in MS Excel
  • Capable to multi-task and process information into action without any delays in the program activities
  • Clear understanding of donor compliance is essential
