WFP Lebanon provides humanitarian assistance to over 2 million vulnerable persons for food and other essential needs through cash-based transfers and in-kind food. WFP Lebanon also provides food assistance in the form of snacks and fresh food to school aged students and promotes resilient livelihoods and sustainable food systems. In addition to direct assistance to the most food insecure and vulnerable people, WFP also supports government institutions, partners, and other entities to strengthen their capacity to deliver social assistance.

Key Responsibilities (not all-inclusive, nor exhaustive):

Within delegated authority and under the direct supervision of the Retail Associate and the overall supervision of the Head of Field Office, the Retail Monitoring Assistant will be responsible for the following duties:

Support in the implementation of Supply Chain Cash Based Transfers (CBT) activities following the WFP CBT Business Process Model (BPM) 

•            Participate in the distribution of the Expression of Interest (EOI) to potential retailers

•            Act as an observer for shop assessments to support the procurement of new contracted shops

•            Assist in conducting onboarding sessions for newly contracted retailers

o            Support in all follow up activities relating to retail contracting including but not limited to: following up on contract signatures, bank account openings, registration of shops, software installation, POS delivery, activation of shops, induction of shops on all WFP terms & conditions, etc.

•            Support in the implementation of market assessments and/or market development activities as requested by the country office (CO)

 

Support ongoing contract management of WFP contracted retailers:

•            Conduct regular field visits to WFP contracted retailers including:

o            Follow-up visits to shops based on observations from the monitoring and evaluation (M&E) team

o            Shops that have contracts expiring within 3 months to contribute to contractual performance assessments

o            Shops that require ongoing monitoring as a result of an Action plan (ex. Data submission, quality issues, etc.) because of contractual performance gaps

o            Ad-hoc visits to WFP contracted retailers upon request from the CO to follow up on a specific issue as needed

o            Proactive visits and spot checks to ensure operational compliance

•            Assist in the implementation of action plans for WFP contracted retailers where performance gaps are present to ensure that WFP contracted retailers are meeting WFP standards

o            Ensure timely follow-up on action plans, visiting stores

•            Ensure all visits and follow up is documented in the M&E system

•            Contribute to answering retailers’ inquiries and escalate issues to the supervisor as needed

Support in the implementation of Market Analysis, Market Development, and/or Retail Improvement initiatives:

•            Perform capacity building initiatives in shops to improve retail standards of WFP contracted shops (pricing, availability, hygiene, safety, data sending, stock processing, mandatory range numerical distribution, etc. to increase compliance of shops with contracted)

•            Conduct weekly or bi-weekly calls to retailers to gather market insights for ongoing retail/market updates and share with supervisor as needed

•            Communicate the price mandatory range to retailers to improve prices for WFP beneficiaries

•            Follow up with retailers on data submission of POS data

Other

•            Support the follow up on related claims from the Social Protection Unit as assigned to them by their supervisor

•            Support in ad-hoc requests from the CO relating to the implementation of new retail initiatives

•            Perform other duties as required

Minimum Qualifications:

Education: Completion of secondary school education. University Degree in economics, business management, supply chain, or other related fields is a plus.

Experience: At least four (4) years of progressively responsible experience with at least one (1) year experience in the fields of education, humanitarian assistance, retail business, nutrition, livelihoods, agriculture, refugee operation or other related fields.

Language: Fluency in both oral and written communication in Arabic and English.

Required Experiences for entry into the role:

  • Knowledge of retail sector, shop management, and retail standards
  • Proficient computer knowledge and usage of MS software package, internet search  and mapping
  • Advanced knowledge in MS Excel
  • Data cleaning and basic presentation
  • Effective communication skills for diverse audience of different ethnic groups and economic levels, and interagency partners
  • Intermediate level data analysis
  • Work experience with NGO or UN is a plus
