Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

On 18 October 2023, the IFRC launched the Middle East Crisis Emergency Appeal to support the coordination and scale-up of its response and readiness activities in the neighbouring countries around the centre of hostilities in Gaza. All activities were designed to ensure support and complementarity with the Palestinian Red Crescent Society (PRCS) Operation and Appeal.

In light of the continued escalation of hostilities and worsening humanitarian crisis, the Federation-wide Emergency Appeal has been increased to a total funding ask of CHF 100 million, up from CHF 30 million, primarily focused on the scale-up of IFRC support to the Egyptian Red Crescent Society (ERCS) logistics operation in Egypt, given the key role it plays in ensuring the delivery of humanitarian assistance to the affected populations in Gaza. Notably, the importance of this pipeline is not limited to the current emergency phase. It is highly likely to play a critical role in the future recovery and rehabilitation programming in Gaza, subject to the evolution of the situation and in coordination with PRCS.

ERCS has set up and is looking to expand its logistics hubs in strategic locations in Egypt to offer logistical and administrative support to humanitarian actors working through their system. In the very first days of the response, ERCS set up a logistics hub in Al-Arish, the main city within close proximity to Rafah and Karam Abu Salem/Karem Shalom crossings, as well as a number of warehouses in Ismailia and around Cairo. The revision of the appeal will allow for the setup of a second logistics hub in a strategic and more accessible location that will operate based on standardized warehousing processes. It will also support ERCS’s supply chain management by focusing on improving the tracking and reporting of goods. The revision also aims to support the PRCS hospital in Cairo to deal with longer-term treatment and medical rehabilitation as needed for the injured and sick from the Gaza Strip in close coordination with ERCS.

Job Purpose

The revised Emergency Appeal will continue to support response interventions alongside preparedness and readiness actions of ERCS, Lebanese Red Cross (LRC), Jordan National Red Crescent Society (JNRCS), and Syrian Arab Red Crescent (SARC) to address the immediate and anticipated needs on the ground of an estimated 500,000 people.
To ensure the relevant technical support and effective coordination of this operation, this appeal will also contribute to boosting the IFRC Secretariat’s capacity at both the country and regional levels to support the timely scale-up of operations based on evolving humanitarian needs.

The main purpose of the Warehouse Delegate is to support the management of all Egyptian Red Crescent Society (ERCS) warehouses in-line with GHS&SCM strategies/ procedures and Warehouse Manual as well as other guidance, standards, and processes to ensure a high-quality service provision that meets the needs of the ERCS and service users with objectives of safety, environment, and warehouse management.

Job Duties and Responsibilities

  • Implement and maintain Federation standard practices in warehouse management.
  • Implement and maintain International Federation standard practices in logistics procedures.
  • Implement and maintain warehouse security and safety procedures and systems.
  • Under management of Global Fleet and Logistics Hub in Dubai, manage warehouse facilities including receiving, storing, and dispatching of goods.
  • Implement, maintain, and follow standard IFRC warehouse practices and record keeping in accordance with audit trail standards.
  • Ensure the correct storage and rotation of stocks, as well as proper structural maintenance of warehouse(s) in view of maintaining all stocks in good condition.
  • Maintain accurate stock records and controls at all times; provide weekly and monthly stock reports to the Regional Logistics Coordinator and advice on warehousing issues.
  • Organize local labour to effect the timely and efficient reception and dispatch of goods within the warehouse as required.
  • Coordinate transportation, customs clearance and other formalities for incoming goods to ensure their timely receipt into delegation stores and/or warehouses.
  • Liaise and maintain timely communications with Regional Logistics Unit to ensure the timely and efficient receipt and dispatch of goods from the warehouse.
  • Liaise with relevant international, government and non-government organizations and collaborate with them where appropriate.
  • Produce regular, timely and accurate narrative and financial reports for the International Federation as agreed with Regional Logistics unit.
  • Support maintenance and implementation of the IFRC standard warehousing and logistics policies/practices.

Education

Basic Delegates Training Course, IMPACT or equivalent knowledge (REQUIRED)

Logistics ERU training (REQUIRED)

Relevant degree / logistics qualification (REQUIRED)

Budget Training (PREFERRED)

Introduction to Cash Transfer Programming (PREFERRED)

Professional qualification in logistics or equivalent experience (REQUIRED)

Experience

Minimum 3 years professional experience in warehouse management (REQUIRED)

Experience working as part of a team and staff management (REQUIRED)

Experience with narrative and financial reporting (REQUIRED)

Valid international driving license for light warehouses (manual gears) (PREFERRED)
