بعد اختتام جلسة مجلس الوزراء، أكد رئيس الحكومة نواف سلام أن الحكومة اللبنانية تسعى إلى بناء إدارة دولة نزيهة وفاعلة، تهدف إلى حماية المواطن وتعمل على تحقيق الكفاءة والعدالة. وأضاف أن هذه الإدارة ستكون موجهة نحو خدمة الوطن والمواطن، وليست في خدمة الطوائف أو السياسيين.
وأشار سلام إلى أن آلية التعيينات الجديدة التي تعتمدها الحكومة ستختار الأكفأ من بين المرشحين، من خلال توفير فرص عادلة لجميع المتقدمين، بهدف ضمان التنافسية واختيار الأشخاص المناسبين للمناصب وفقاً للعدالة.
آلية التعيينات تعتمد على 9 مبادئ أساسية
وأضاف رئيس الحكومة أن التعيينات في وظائف الفئة الأولى ستعتمد على 9 مبادئ أساسية تضمن توفير فرص عادلة للمرشحين. وقال:
“لن يتم تخصيص أي وظيفة في الفئة الأولى لأي طائفة.”
الوزير المعني يحدد المرشحين وآلية العمل تتسم بالشفافية
وفي سياق آخر، أشار وزير الإعلام بول مرقص إلى أن دور الوزير المعني في آلية التعيينات يتضمن اقتراح قائمة من المرشحين من خارج الملاك، حيث يبقى القرار النهائي بيد مجلس الوزراء.
وأكد مرقص أنه تم إطلاق آلية جديدة للتعيين من خارج الملاك، تعتمد على تحديد الكفاءات من قبل الوزير المعني بالتنسيق مع وزير الدولة لشؤون التنمية الإدارية. وأوضح أن المهل الزمنية قصيرة لضمان عدم إطالة مدة التعيينات، حيث ستقوم اللجنة المكلفة بإجراء مقابلات مع المرشحين وتنظيم محاضر بذلك.
لجنة وزارية لمتابعة ملف عودة النازحين
كما أعلن مرقص عن تشكيل لجنة وزارية تضم عددًا من الوزراء، مهمتها متابعة عودة النازحين. يمكن لهذه اللجنة الاستعانة بمن تراه مناسبًا من أصحاب الاختصاص لمتابعة هذا الملف الهام.
مسؤوليات وسلطات مجلس الوزراء في التعيينات
قال مرقص إن سلطة الوصاية ستظل تمتلك صلاحية اقتراح تمديد أو تجديد ولاية رئيس وأعضاء مجلس الإدارة على مجلس الوزراء.
تعيين حاكم مصرف لبنان
وفيما يتعلق بـ تعيين حاكم مصرف لبنان، أشار مرقص إلى أن هذا التعيين سيخضع لمعايير محددة، وسيتم تعيينه في أسرع وقت ممكن. وأضاف أنه لا يوجد خلافات بشأن هذا الموضوع.
شهادة “البريفيه” ومراجعة مجلس الوزراء للموضوع
كما تطرق مرقص إلى شهادة “البريفيه” قائلاً إنه لم يتم إلغاؤها بعد، وأن مجلس الوزراء لم ينظر في هذا الموضوع بعد، حيث سيتم دراسة اقتراح وزيرة التربية في هذا الشأن.

In related developments, Minister of Information, Paul Marwan clarified that the minister concerned plays a role in the appointment process by proposing a list of candidates from outside the staffing pool, but the final decision remains with the Cabinet.
Marwan also noted that the new mechanism for appointing from outside the staffing pool would focus on identifying competencies by the respective minister in coordination with the Minister of State for Administrative Development Affairs. He further mentioned that short timeframes have been set to avoid delays in the appointment process, with the appointed committee conducting interviews with each candidate and preparing official records.
Ministerial Committee to Oversee the Return of Displaced Persons
Marwan revealed the formation of a ministerial committee composed of various ministers tasked with overseeing the return of displaced persons. This committee is allowed to seek the help of qualified experts in handling the matter effectively.
Cabinet Authority in Appointments
Minister Marwan pointed out that the guardianship authority retains the right to propose the extension or renewal of the mandate of the Chairman and members of the Board of Directors before the Cabinet.
Appointment of Lebanon’s Central Bank Governor
Regarding the appointment of Lebanon's Central Bank Governor, Marwan noted that this appointment will follow specific criteria and will be made as soon as possible. He emphasized that there are no disagreements on this matter.
Review of the “Baccalaureate” Certificate
Marwan also addressed the issue of the “Baccalaureate” certificate, clarifying that it has not been canceled yet, and the Cabinet has not yet reviewed the issue. The proposal from the Minister of Education will be studied accordingly.
