#### الشروط والمؤهلات:

– **المستوى التعليمي:** شهادة بكالوريوس، يفضل في إدارة سلسلة التوريد، المالية، المبيعات أو إدارة الأعمال.
– **الخبرة العملية:** بين سنة وسنتين في إدارة سلسلة التوريد، اللوجستيات أو المشتريات. الخبرة في المنظمات غير الحكومية ميزة إضافية.
– **اللغات المطلوبة:**
– العربية: بطلاقة
– الإنجليزية: مستوى جيد جداً
– الفرنسية: مستوى مبتدئ

#### المهام والمسؤوليات الرئيسية:

– الإشراف على تطوير وتنفيذ استراتيجيات المشتريات والتخزين والتوزيع، وتقديم التوصيات اللازمة لضمان نجاح جميع الأنشطة المتعلقة بالمشتريات.
– إعداد وتحديث والالتزام الصارم بسياسة المشتريات المعتمدة من المنظمة، وضمان تطبيق الوثائق المتعلقة بالمشتريات وفقاً لتلك السياسة.
– إعداد خطة المشتريات قبل بدء المشاريع وتقديمها للموافقة من مدير العمليات ومدير البرامج ومدير المشروع.
– إعداد تقارير شهرية حول أنشطة المشتريات المتعلقة بالمشاريع النشطة.
– البحث عن الموردين وتقييمهم، والتفاوض على العقود، وضمان التسليم في الوقت المناسب.
– تنفيذ خطط الطوارئ والاستجابة السريعة في حالات المشتريات الحرجة والغير مستقرة.
– إدارة الطلبات وترتيب تخزين المواد والمعدات وضمان تلبية متطلبات أوامر الشراء.
– متابعة وتحديث جميع الأصول الثابتة الخاصة بالمنظمة.
– ضمان التزام الموردين بالمعايير المطلوبة من حيث السعر والوقت والجودة.
– إعداد قائمة بالموردين الموثوقين وفقاً لتجارب سابقة تشمل السعر والجودة والتعاون.
– إجراء زيارات ميدانية دورية للتأكد من تطبيق عمليات المشتريات وفقاً للسياسات والإجراءات المتفق عليها.
– مراقبة أداء الموردين والتعامل الفوري مع أي مشكلات أو خلافات.
– تنظيم وتتبع شحنات المنتجات وفقاً لمتطلبات الطلبات.
– إدخال البيانات في برنامج إدارة المشتريات وإعداد تقارير دقيقة تتعلق بالتسليمات وأوامر الشراء.
– البقاء على اطلاع على أحدث التوجهات في القطاع والقوانين واللوائح الخاصة بالمشتريات.

#### متطلبات إضافية:

– **المهارات التقنية:** فهم مواصفات المنتجات المطلوبة وإجادة استخدام برامج إدارة المشتريات.
– **المهارات اللغوية:** إجادة تامة للغة العربية والإنجليزية.
– **المهارات الشخصية:** مهارات تفاوض ممتازة، قدرة على اتخاذ القرارات بناءً على تحليل البيانات، مهارة إدارة الوقت وتنظيم المهام المتعددة.

Job Description for “Procurement Officer” at Nusaned

**Job Title:** Procurement Officer

**Contract Type:** Full-time
**Job Duration:** 7 months (renewable contract)

**Location:** Lebanon
**Salary Range:** USD 1200 – 1500 per month

#### Qualifications and Requirements:

– **Education Level:** Bachelor’s degree, preferably in Supply Chain Management, Finance, Sales, or Business Administration.
– **Work Experience:** 1-2 years of experience in supply chain, logistics, or procurement. Experience with INGOs/NGOs in procurement is a plus.
– **Language Proficiency:**
– Arabic: Fluent
– English: Very Good
– French: Basic

#### Key Responsibilities:

– Oversee the development and implementation of procurement, warehousing, and distribution strategies, and suggest improvements when needed to ensure the efficiency and compliance of all procurement-related activities.
– Prepare and strictly adhere to the organization’s procurement policies, ensuring all procurement documents are implemented in line with the set policies.
– Develop a procurement plan before project initiation and submit it for approval to the Head of Operations, Program Managers, and/or Project Managers.
– Generate monthly reports regarding procurement activities for all active projects.
– Source, evaluate, and negotiate with suppliers/vendors, ensuring timely delivery of goods and services.
– Implement contingency plans and quick response strategies in emergency or unstable procurement situations.
– Manage orders, organize material and equipment stocking, and ensure they comply with Purchase Order (PO) requirements.
– Monitor and update the organization’s fixed assets database.
– Ensure suppliers deliver their services and products according to price, quality, and time standards agreed upon with the project manager.
– Develop and maintain a list of trusted suppliers, evaluating their past performance based on price, quality, and cooperation.
– Audit invoices for compliance with contractual terms and supervise contract closure.
– Conduct bi-weekly or regular field visits to stakeholders (vendors, suppliers, corporate partners, restaurants) to ensure the procurement process is being followed correctly and maintain professional relationships with them.
– Address any issues with supplier performance and immediately escalate to the Head of Operations when necessary.
– Arrange deliveries and track the shipments of products according to PO requirements.
– Accurately receive goods and verify invoices and delivery notes.
– Input all procurement-related data into the inventory and logistics ERP software and prepare precise reports.
– Stay up-to-date on industry trends, procurement regulations, and best practices to ensure compliance and efficiency.
– Perform any additional tasks assigned by the Head of Operations.

#### Additional Requirements:

– **Technical Skills:** Familiarity with product specifications and expertise in procurement management software.
– **Language Skills:** Excellent command of both Arabic and English languages (speaking, reading, and writing).
– **Soft Skills:** Strong negotiation skills, analytical abilities, attention to detail, and time management capabilities.
