العراق يعرض على لبنان دعمًا ماليًا لعملية إعادة الإعمار في المناطق التي دمّرتها الحرب الإسرائيلية في لبنان. حيث علمت جريدة الأخبار أن هناك اتصالات تجري بين الحكومتين العراقية واللبنانية حول تنظيم مساهمة الدولة العراقية في هذا المشروع الهام.
وقد تبلّغت الجهات اللبنانية موافقة مبدئية من المسؤولين العراقيين بشأن تقديم مساهمة مباشرة في إعادة إعمار الوحدات السكنية التي تضررت بسبب العدوان الإسرائيلي. هذه المساهمة ستكون عبر الدولة اللبنانية، حيث سيتم التنسيق بين الطرفين لتحديد الآلية المناسبة لذلك.
لكن هناك خيار آخر يناقشه المسؤولون العراقيون، وهو أن تطلب الحكومة العراقية من لبنان سداد الدين المترتّب عليه بسبب شراء كميات كبيرة من الفيول الخاصة بمعامل الكهرباء. وتتمثل هذه المبادرة في وضع المبلغ المستحق في الحساب المتّفق عليه في مصرف لبنان، حيث سيتم إعلان الحكومة العراقية عن تيسير هذا المبلغ، ليُضاف إلى صندوق إعادة الإعمار اللبناني.
إلا أن المصادر المعنية عبرت عن خشيتها من أن يُسجل هذا المبلغ في حسابات الدين العام اللبناني، مما قد يؤدي إلى تجميد عملية صرف المبالغ لأغراض إعادة الإعمار. حيث تخشى هذه المصادر أن تستخدم الحكومة اللبنانية هذا المبلغ كتبرير لعدم صرف الأموال لمستحقيها في القرى والمدن المتضررة من العدوان الإسرائيلي.
يُذكر أن الحكومة اللبنانية الحالية تدرك وجود مبالغ مالية ضخمة في حساب الخزينة المعروف بـ الحساب 36، بعضها بالليرة اللبنانية، ويمكن استثمارها في مشاريع استثمارية، كما يُمكن استثمار جزء منها والذي يُقدّر بحوالي 5 مليارات دولار أميركي، لسداد الدين المستحق للحكومة العراقية.
لكن يبقى القرار النهائي مرهونًا بالإرادة السياسية، حيث تواجه الحكومة اللبنانية ضغوطات من الأطراف الدولية التي تطالب بتجميد عملية إعادة الإعمار، إلى حين تحقيق شروط سياسية تراها الولايات المتحدة والسعودية وإسرائيل.
Iraq Offers Financial Support for Lebanon’s Reconstruction: Using Fuel Funds to Aid the Process Amid Political Challenges
Iraq has proposed providing financial assistance to Lebanon for the reconstruction of areas devastated by the Israeli war in Lebanon. According to Al-Akhbar newspaper, discussions are currently underway between Iraqi and Lebanese officials to arrange the contribution of the Iraqi state in this crucial process.
Lebanese officials have reportedly received a preliminary approval from Iraqi authorities to make a direct contribution to the reconstruction of residential units destroyed during the Israeli aggression. This contribution will be routed through the Lebanese government, with coordination between the two nations to determine the appropriate mechanisms for its distribution.
Additionally, there is a possibility that Iraq will request the Lebanese government to repay the debt resulting from the purchase of large quantities of fuel for power plants. This payment will be made into an agreed-upon account in the Banque du Liban, with the Iraqi government announcing that the funds are available for the Lebanese government to incorporate into the reconstruction fund.
However, concerned sources have expressed fear that Lebanon might immediately approve this arrangement in an attempt to erase the amounts considered public debt. These sources worry that Lebanon may use this as an excuse to claim insufficient funds, thus preventing the allocated amounts from being spent on the reconstruction of towns and villages affected by the Israeli attacks.
It is important to note that the Lebanese government is aware of the substantial funds in the treasury account known as Account 36, most of which are in Lebanese pounds. These funds could be used for investment projects, and a portion of them, estimated at about 5 billion USD, could be allocated to repaying the debt to Iraq.
Nevertheless, the final decision is contingent upon political will, as the Lebanese government faces pressure from external powers that are calling for the suspension of the reconstruction process until certain political conditions favored by the United States, Saudi Arabia, and Israel are met.
